This  FTP server supports HTTP file resume.
 
1.      Resume only works for HTTP, not FTP connections.  This means the ftp server should be
        accessed by http://ftp.blizzard.com

2.      HTTP resume is a standard feature of HTTP v1.1, so it should be supported by 4.x and newer browsers.
